Highland Park is a neighborhood of about 323 acres on the lower slope of Red Mountain, southeast of downtown. It is one of three neighborhoods in the city’s Red Mountain community, with Forest Park and Redmont Park. The city’s comprehensive plan singles it out twice: Highland Park has its own form-based zoning overlay, which sets rules for how buildings meet the street on top of the base zoning, and it has “historic apartment buildings” among its houses. Four small city parks sit inside it.
